Guidelines

To be considered for the certified minority business enterprise program, companies must become certified as a minority business enterprise. Revenue accepts certifications from the Florida Department of Management Services, Office of Supplier Diversity. Eligibility

In order to be eligible to become certified as a minority business enterprise by the Office of Supplier Diversity (OSD) a business must meet all of the following criteria:

  • Engaged in commercial transactions.
  • Domiciled in Florida.
    • "domicile" is defined as the state in which the business has its principal place of business.
  • At least 51% owned by minority person(s) who are permanent residents of Florida.
    • "minority" is defined in Ch. 288.703, Florida Statutes as African American, Hispanic American, Asian American, Native American or American Woman.
    • "American" is defined as a citizen of the United States of America. (per Black's law dictionary)
    • Resident aliens (green card holders) are NOT eligible for certification.
  • Managed and controlled by minority persons.
  • Performing a useful business function.
  • A small business which:
    • is independently owned and operated;
    • has a net worth of not more than $5 million; and,
    • employs 200 or fewer full-time, permanent employees
