    Developing and maintaining metadata represents responsible stewardship of the investment Florida property appraisers have made in their Geographic Information Systems. Metadata may be generated using ArcCatalog. An example of a full set of metadata has been developed by the Manatee County Property Appraiser's office.

Aerial Photography

The Department coordinates the capture and distribution of ortho imagery of approximately one third of the state each year according to the provisions of ch. 195.022, F.S..

  • County Opt-Out Form (PDF) (DOC) - Counties that do not wish to participate in the Department of Revenue aerial photography program must complete and return this form to Charles Russell at russellc@dor.state.fl.us

  • Aerial Photography Contract - These specifications fulfill the Department of Revenue's (DOR) responsibilities of providing aid and assistance to the county Property Appraisers and to at least once every 3 years furnish such aerial photographs and nonproperty ownership maps to the property appraisers as necessary to ensure that all real property within the state is listed on the roll.

GIS and Cadastral Mapping

  • Cadastral Mapping Guidelines - These guidelines have been compiled by the Florida Department of Revenue, Property Tax Oversight Program, Mapping & GIS Section to provide direction and assistance to the county property appraisers of the state.
  • GIS Data Submission Requirements - Specify the layers and format for GIS data that counties are required to submit to the Department annually.
  • Edit Guide for GIS Data - Describes the review of county GIS data by the Department to ensure compliance with state requirements for cadastral mapping.
  • Request for Hardship Status (PDF) (DOC) - Counties having a hardship with supplying the required GIS data must identify the hardship and constraints and send a written plan to the department. This form must be completed and returned to Tom Canter at cantert@dor.state.fl.us.
