Background of Revised Assessment Roll Data File Layouts

Section 1 of SB 1588 (Chapter 2008-173, L.O.F.) amended s. 193.114, F.S., to require that a number of additional data elements be reported on property assessment rolls submitted to the Department for approval beginning in 2009. These new items for the real property roll include such things as additional detail on differences between just and assessed values, actual year built, specific values for deletions as well as new construction, value of special features, a code indicating a change in the property since the January 1 assessment date, the owner's state of domicile, U.S. Census block group, and a notation of value changes since the approval of the preliminary roll. A few changes have also been made to the tangible personal property roll.

In addition, requirements for providing information on recent sales were changed. The revised law requires information be submitted on all sales within the previous calendar year rather than on the two most recent sales. As a result, sale information has been deleted from the Name, Address, Legal (NAL) file and a separate sales data file will be required. This new file, along with a copy of the current NAL file, will be due on April 1 of each year beginning in 2009. The sales data file must also be submitted along with the preliminary and final NAL files. Please note that the new law also requires that sale qualification decisions must be included on the sale file within three months after the sale date.
