2011 Complete Submission and Roll Evaluation Standards   This letter will serve as notification to all property appraisers of the form and content of the assessment roll to be submitted on July 1 pursuant to sections 193.114 and 193.1142, Florida Statues.

Application for Hardship Status

Hardship Status of New Data Requirements. Section 193.114, F.S., details data requirements for the NAL and NAP assessment rolls.

Some of the data fields specified in statute are new for 2011. Specifically, 196.173, F.S. provides that a servicemember who receives a homestead exemption may receive an additional ad valorem tax exemption on that homestead property. The exemption is available to servicemembers who were deployed during the preceding calendar year on active duty outside the continental United States, Alaska or Hawaii in support of military operations designated by the Legislature in a concurrent resolution.

Counties having a hardship with supplying the required data in the specified format must identify the hardship and constraints and send a written plan to the department which outlines the planned steps to comply with new data and format requirements not met last year. The county’s plan must include a timetable for fully complying with the requirements. The department will monitor subsequent submissions to evaluate the county’s progress toward compliance in accordance with the written plan.

2011 Data File Layouts

Requirements for Requesting Approval to Use Sale Qualification Code 41 - Other - The use of disqualification code 41 is for sales that meet the following three conditions: 1) no other disqualification codes apply; 2) attempts to verify the sale(s) were unsuccessful; and 3) the transaction(s) do not reasonably reflect the fair market value of the sold property. To use this code, prior approval from the Department is required.

General Spreadsheets for Counties to Use When Submitting Code 41 Requests - The Department has developed general spreadsheets (for both vacant and improved properties) showing some of the types of information that would be helpful for counties to use in reporting the characteristics of multiple and single sale transactions and other sales in the subject property group.
