Department of Revenue Strategic Leadership SystemDOR's strategic leadership system aligns and focuses all departmental resources to satisfy key stakeholders and support the organization's vision, mission, values, and strategic goals. All 651 leaders in the Department of Revenue work together and with their employees to set strategic direction, develop strategies, deploy operating plans, and monitor and improve performance. In addition, a systematic process for selecting, developing and appraising leaders ensures continued performance excellence and high ethical standards across the Department. The Employee Evaluation & Development Plan, 360 Degree Feedback Survey, and Climate Survey are three of the tools used to accomplish this. One of the cornerstones of DOR's strategic leadership system is the setting of measurable five-year stretch goals for every business process that are set using world-class or industry standard performance benchmarks. DOR leaders then work collaboratively with all employees to identify, analyze, select and prioritize innovative strategies to accomplish those goals. The third component of the system involves managers and supervisors developing and deploying annual operating plans that include strategy deployment schedules and monthly performance targets for processes and employees. Managers then monitor performance and strategy implementation on a monthly basis and take corrective action steps using a structured problem-solving methodology when necessary.
