Beginning with the January 2009 applied period, licensed Wholesalers/Importers, Petroleum Carriers, Exporters, and Blenders/Retailers of Alternative Fuels must file and pay motor fuel taxes electronically. Licensed entities can meet this requirement by using the Department's new web application. If you do not meet this obligation within 90 days of notification, the Department is authorized to impose a $5,000 penalty.
If you currently submit BOTH your tax RETURNS and tax PAYMENTS electronically: You may continue paying electronically using your chosen method. However, you must change your filing method from desktop software to the Department's new web application. Licensed Carriers and Wholesalers/Importers will no longer have access to the desktop software previously provided by the Department. Use our online enrollment application to change your filing method. Log in using the Department-supplied user ID and password, and then choose an electronic filing option.
If you are currently enrolled ONLY TO PAY electronically: You must add an electronic filing method to your e-Services profile. Log in using your current user ID and password, and then choose an electronic filing option.
If you are not enrolled to file and pay electronically: You must enroll online. Once you have successfully enrolled, our system will provide your user information. We will also mail an information package.
Waiver Requests
You may request a waiver of the electronic filing obligation if you have a valid business reason why you are unable to file electronically. Submit a Request for Waiver from Electronic Filing (DR-654) and an Enrollment and Authorization for e-Services Programs (DR-600) to the Department. If your waiver request is approved, you still must pay electronically.
A test site for the web application is available for you to enter and import test data and correct errors. You must have your Department-supplied user ID and password before you can use it. The test site is: https://ritx-fl-fueldemo.bswa.net.

The application is similar to the desktop software previously issued by the Department and allows you to upload receipt and disbursement schedule information. Please note the following changes to the import process:
